We investigate two concerns\u2014heterogeneity across beneficiaries and<br \/>\r\nimplementers\u2014in a randomized trial of contract teachers in Kenyan schools. The intervention,<br \/>\r\npreviously shown to raise test scores in NGO-led trials in Western Kenya and parts of India, was<br \/>\r\nreplicated across all Kenyan provinces by an NGO and the government. Strong effects of short-term<br \/>\r\ncontracts produced in controlled experimental settings are lost in weak public institutions:<br \/>\r\nNGO implementation produces a positive effect on test scores across diverse contexts, while<br \/>\r\ngovernment implementation yields zero effect. The data suggests that the stark contrast in success<br \/>\r\nbetween the government and NGO arm can be traced back to implementation constraints and<br \/>\r\npolitical economy forces put in motion as the program went to scale.<\/blockquote>\r\n\t<p><strong>Citation:<\/strong><\/p>\r\n<p>Bold, T., M.
